Vice Chair - Leon M. Napper
Leon M. Napper is president of “Westnap Real Estate Appraisal and Consulting Company”, located in Irvine for 37 years. The company specializes in multi-family housing and development. He is also president of L.M. Napper Development in Greensboro, N. C. where the company is developing a residential infill subdivision on Lake Jeanette. Leon has been a resident of Irvine for 42 years. Married to Margaret Bates Napper for 45 years, they have two children who graduated from Irvine public schools. Leon is a member of University United Methodist Church where he oversaw the construction of the administration building.
For over 40 years, Leon Napper has diligently partnered with others for social justice in a new and nationally acclaimed city (now a city of over 200,000 citizens). Leon and six other Irvine Citizens petitioned the City to develop meaningful housing strategies to accommodate all economic segments of the community. Family housing (rental and ownership) are now available for a better quality of life in Irvine.
Leon is a former board member of “Irvine Housing Opportunity” where he also served as secretary. He oversaw the construction of Phases I, II & III of Woodbridge Manor, 165 units of senior housing. Leon was also a board member of the “Boys and Girls Club of the Harbor Area”; board member and treasurer of “Pride Development Child Care Center” in Santa Ana, where he assisted in building the administration annex; and a board member of the “Orange County Fair Housing Council” for ten years. He served six years in the South Dakota National Guard and Air Force Reserves from 1965 through 1972 as a non-commission officer.
