Irvine Community Land Trust

The Irvine Community Land Trust is guided by a dedicated Board of Directors that provides strategic oversight and governance for the organization. Their leadership helps ensure that the development of affordable housing communities continues to serve the long-term needs of Irvine residents.

Ryan Aeh

Board Member  |  Chair/President

For nearly 25 years Ryan’s efforts have led to the development of thousands of new homes in Southern California’s supply constrained coastal infill markets. As a Partner at City Ventures, he oversees land acquisition, asset management, project design, entitlement, and permitting. Ryan collaborates with local public agencies and private landowners to transform underutilized sites into vibrant residential and mixed-use communities.

Nancy Donnelly

Board Member  |  Vice Chair

A longtime ICLT board member since 2006, Nancy Donnelly has dedicated her career to housing, human services, and advocacy. Her leadership roles have included serving as president of UCI Medical Center Associates, president of the Massachusetts Council of Human Services Providers, and treasurer of CASA of Springfield, among others. She remains actively engaged in advancing housing solutions for adults with developmental disabilities, including service on Irvine’s housing task force. Nancy holds a master’s degree in education from the University of Massachusetts and has a longstanding commitment to community service and social support systems.

Kathleen Treseder

Board Member  | Treasurer

Our newest board member, Councilmember Kathleen Treseder, PhD, is the Howard A. Schneiderman Endowed Chair and Professor at the University of California, Irvine, where she leads an internationally recognized research program examining how climate change impacts ecosystems and society. A Stanford PhD and Fellow of multiple leading scientific organizations, she has earned distinguished honors including the 2024 Robert H. MacArthur Award and the Marsh Award for Climate Change Research and has published over 120 scientific articles with her work featured in major media outlets. Since her election to the Irvine City Council in 2022, she has advanced prominent environmental and sustainability initiatives, championed active transportation, and led efforts promoting open government and fiscal accountability. She also represents Irvine on several regional environmental and policy bodies, reinforcing her leadership at the intersection of science, sustainability, and public service.

Russell Felbob

Russell Felbob serves as Community Manager of Salerno Apartments and represents resident perspectives on the board. With more than a decade of experience working in affordable housing communities throughout Southern California, he brings frontline operational knowledge and a resident-centered approach to property management. Russell is deeply motivated by the impact of affordable housing, emphasizing the fulfillment that comes from helping families secure homes they once believed unattainable. 

James Mai

Board member

James Mai is Irvine’s inaugural Councilmember for District 3 and has served as Vice Mayor, marking a historic milestone as the city’s first Vietnamese American elected official. With more than 20 years of business leadership experience, he has built a career defined by strategy, innovation, and global operations. As Managing Partner of Bristol & Bates, he advises organizations on business development and technology strategy, drawing on expertise in branding, marketing, and operational growth. His international experience, entrepreneurial track record, and academic background in corporate communications and business administration inform his pragmatic, forward-looking leadership style.

Leon Napper

Board Member

Leon M. Napper is a veteran real estate professional and longtime Irvine resident with over four decades of experience spanning appraisal, consulting, and development. As president of Westnap Real Estate Appraisal and Consulting Company, he specializes in multifamily housing and development, while also leading L.M. Napper Development. Leon has played an important civic role in advancing housing equity in Irvine, contributing to initiatives that expanded housing opportunities across income levels and overseeing development of senior housing communities. His extensive community involvement includes service with housing, childcare, and fair housing organizations, reflecting a career-long commitment to social justice and responsible development.

Patrick Strader

Board Member

Patrick Strader has served on the ICLT Board since 2006 and brings a strong legal and development background to the organization. He currently serves as Vice President and General Counsel at Starpointe Ventures, advising on real estate development and consulting matters. His prior work includes collaboration with both nonprofit and for-profit housing developers, including Jamboree Housing and Bridge Housing. Patrick’s civic engagement extends to leadership roles with the Irvine Chamber of Commerce, Irvine Valley College Foundation, and NAIOP. He holds a Juris Doctor from Santa Clara University and studied Political Science at UCLA.
