William “Billy” Hughes
Executive Director
Billy Hughes has served as Executive Director of the Irvine Community Land Trust since 2023, overseeing operations, development agreements, financial management, and legislative advocacy. With more than 30 years of experience as a developer, investor, and lender, he has developed over 6,000 multifamily and affordable housing units, including complex redevelopment and historic preservation projects. His work spans sophisticated financing structures such as low-income housing tax credits, HUD and HOPE VI. Hughes’ combination of development and lending expertise, along with longstanding partnerships with housing authorities, strengthens ICLT’s capacity to expand affordable housing opportunities.
Mr. Hughes attended Yale University and Loyola Marymount University where he received BS and BA and University of Southern California where he received his MBA. He is married to his college sweetheart and together have six children.
